Respect for human rights is a fundamental indicator of societal democracy. The Constitution of the Republic of Azerbaijan, adopted on November 12, 1995, underscores the provision of human rights and freedoms as the state's highest objective, with approximately one-third of its content dedicated directly to their establishment and protection.
