As part of the project titled "IDP Community Mobilization and Capacity Development in Mingachevir, Goranboy, and Yevlakh,” which is funded by the United Nations High Commissioner for Refugees (UNHCR) and carried out by "Umid” Support to Social Development Public Union ("Umid” SSD PU), training sessions on "Business Plan” and "Introduction to Entrepreneurship” were conducted at the Yevlakh Aran Regional Development Center of the Small-Medium Business Development Agency.
A total of 50 individuals (29 men and 21 women) participated in the training, including 30 young people from internally displaced families selected as part of the "Apprenticeship” component of the project from the target communities, along with 20 individual entrepreneurs. During these training sessions, participants received comprehensive instruction on fundamental entrepreneurial skills, including business concepts, business idea development and assessment, various business types, and the essentials of a business plan. Additionally, they actively engaged in group activities and discussions.
The main objectives of the "IDP Community Mobilization and Capacity Development in Mingachevir, Goranboy, and Yevlakh” project, initiated in February of this year, are to enhance the resilience of existing IDP communities and empower them with the necessary skills to be better prepared to the upcoming return process through the implementation of Participatory Community Development and Apprenticeship methods.

The Latest Electronic Service Offered by the Ministry of Labor and Social Protection of the Population

The Ministry of Labor and Social Protection of the Population is thrilled to introduce its latest electronic service, the "Social Insurance Payment Calculator," as part of our ongoing digitalization efforts. This versatile e-service is now available on the emas.sosial.gov.az internet portal and empowers every insured individual to calculate their social insurance payment entitlements for various life events, including temporary loss of working capacity, pregnancy and childbirth, and child care. Here's how insured individuals can benefit from this service:

  1. Access your personal cabinet on the emas.sosial.gov.az portal and navigate to the "Social Insurance Payment Calculator" section.
  2. Select the specific type of social insurance payment you're interested in from the dropdown menu.
  3. Enter the required information corresponding to your chosen payment type.
  4. Upon clicking the "Calculate" button, you will instantly see the amount of social insurance payment due to you displayed on the screen.

This new e-service is designed to expand the reach of electronic services, enhance their quality and accessibility, and raise awareness among insured individuals about their social insurance entitlements. Notably, since the beginning of 2021, our "Pension Calculator" electronic service has been utilized over 2 million times, highlighting the significance of these digital tools. Over the past five years, we've executed an extensive digitalization program in the social sphere. Today, more than 90 percent of the Ministry's services—over 140 out of 153—are provided in electronic format. Furthermore, we've introduced more than 50 proactive services and 31 e-reference services to further streamline and enhance our offerings.

A general meeting was convened on September 21, 2023, at the secondary schools No. 280 named after M. Mehdiyev in Hovsan settlement, Baku, and No. 262 located in Turkan settlement, Khazar district as part of the project "Initiative to improve the school’s reputation through the development of the school community” carried out by "Umid” Support to Social Development Public Union ("Umid” SSD) and T-NETWORK, an educators’ experience and communication platform, with funding from the Ministry of Science and Education of the Republic of Azerbaijan and technical support from Baku city Education Department. During the meeting, certificates were presented to participants who had completed training in eight different topics, and the School Development Council's action plan for the upcoming academic year was deliberated upon.
The main goal of the project, "Initiative to improve the school's reputation through the development of the school community,” which has been in place since December 2022, is to strengthen ties between the school and the community in order to raise the school's reputation and create a productive learning environment. Within the framework of the project, the School Development Council was formed at the secondary schools No. 262 in Turkan settlement and No. 280 named after M. Mehdiyev in Hovsan settlement.

Today marks the 29th anniversary of the historic "Contract of the Century," celebrated as Oilmen's Day in Azerbaijan. On September 20, 1994, an oil agreement was signed between Azerbaijan and international corporations, meticulously crafted under the guidance of the National leader Heydar Aliyev. Globally renowned as the "Contract of the Century," this agreement represented a landmark pact inked in Baku with major global oil firms, focusing on the "collective development of the deep-seated Azeri, Chirag, and Guneshli oil fields within the Azerbaijani sector of the Caspian Sea, alongside the equitable distribution of extracted oil as shares."
Due to its historical, political, and international significance, this extensive agreement, spanning approximately 400 pages and available in four languages, earned the moniker "Agreement of the Century." It saw participation from 11 preeminent oil companies originating from seven different nations. This groundbreaking initiative laid the cornerstone for our independent state's oil strategy and doctrine. It symbolized Azerbaijan's unwavering commitment to assert its sovereignty over its natural resources, defend its national interests, and promote its economic and strategic pursuits on the world stage. This pact is counted among the world's largest agreements, both in terms of hydrocarbon resources and investment volume. The agreement's enactment catapulted Azerbaijan to a preeminent position on the global stage and formed the bedrock of Azerbaijan's energy security.
The signing of the "Contract of the Century" marked a historic moment, as it marked the first instance in history where foreign entities actively participated in the development of oil and gas fields in the Caspian Sea, resulting in the creation of tens of thousands of new employment opportunities. Thousands of Azerbaijani companies have been actively engaged as contractors in the execution of this monumental agreement. Presently, our nation plays a pivotal role in reshaping the energy landscape of Europe. Under Azerbaijan's stewardship, numerous energy projects have come to fruition, and significant strides have been taken to transport Azerbaijani gas to Europe.
The synchrony of Oilmen's Day and the commemoration of the "Contract of the Century" is no mere coincidence. In accordance with the decree issued by the revered leader Heydar Aliyev on August 17, 2001, September 20 is dedicated to celebrating "Oilmen's Day" throughout the Republic of Azerbaijan. Heydar Aliyev, recognizing the pivotal role of the oil industry in Azerbaijan's history and its profound impact on the nation's economic development and, most importantly, its quest for independence, bestowed this honor upon the dedicated oil workers.

An agreement was reached on September 20, 2023, at 1:00 p.m., to suspend local anti-terrorist measures, in response to an appeal from the representatives of the Armenian residents of Karabakh through the Russian peacekeeping contingent. The agreement entails the following conditions:
1. The Armenian armed forces and illegal Armenian armed groups in the Karabakh region of the Republic of Azerbaijan are to lay down their weapons, vacate their combat positions and military posts, and disarm completely. Units of the Armenian armed forces must withdraw from Azerbaijani territories, and illegal Armenian armed groups will be released.
2. Simultaneously, there will be a handover of all weapons and heavy equipment.
3. The execution of the above processes will be coordinated with the Russian peacekeeping contingent.

A joint briefing was convened to address the recent terrorist incident resulting from the detonation of an anti-tank mine within the Khojavand region's territory, orchestrated by a subversive group affiliated with the Armenian armed forces operating within Azerbaijani territories. Additionally, the briefing covered the comprehensive anti-terrorism measures undertaken by the Azerbaijani Army in the Karabakh region.

Elshad Hajiyev, Deputy Head of the Press Service Department of the Ministry of Internal Affairs, emphasized the heightened state of alertness among Ministry of Internal Affairs personnel across the nation in response to the local anti-terrorism measures enforced by the Azerbaijani Army in Karabakh. He conveyed that strict directives have been issued to Azerbaijani law enforcement agencies and personnel to take resolute actions against potential provocations, threats, and unlawful activities within Azerbaijani society.
Kanan Zeynalov, Senior Prosecutor of the Press Service of the General Prosecutor's Office, assured that the perpetrators responsible for this heinous act will be identified and held accountable. On September 19, 2023, a vehicle transporting personnel from the Ministry of Internal Affairs (MIA) of the Republic of Azerbaijan was en route to the scene of a terrorist incident that tragically claimed the lives of State Agency of Azerbaijan Automobile Roads employees. This incident occurred on the 58th kilometer of the Ahmedbeyli-Fuzuli-Shusha road, which passes through the Khojavend region on that fateful day. Tragically, in the early hours of that day at approximately 04:30 a.m., in the Tagaverd village of Khojavend district along the newly constructed tunnel road, these MIA personnel lost their lives in a horrifying terrorist attack. This attack was executed by means of an explosive device, a mine, cunningly placed by illegal Armenian armed groups operating within the vicinity of a temporary peacekeeping zone.

Today, Azerbaijan celebrates National Music Day on September 18th, marking the birthday of the renowned Uzeyir Bey Hajibeyov, a luminary in our musical culture. This day is a cherished occasion for both music enthusiasts and our entire nation, as Uzeyir Bey's immortal art holds a special place in every Azerbaijani's heart. The tradition of honoring the great composer's birthday as a holiday was established by the maestro Niyazi, who continued to celebrate it annually even after Uzeyir Bey's passing.
In 1995, President Heydar Aliyev decreed that September 18th should be celebrated as National Music Day, aligning with the 110th anniversary of the composer's birth. Uzeyir Hajibeyov made groundbreaking contributions to the world of music, including pioneering the art of opera in Azerbaijan and the broader Muslim East with "Leyli and Majnun" in 1908. He also introduced the musical comedy genre, with works like "Husband and Wife," "O Olmasin, Bu Olsun," and "Arshin Mal Alan," which vividly depicted Azerbaijani life and traditions of his time.
Uzeyir Bey enriched our national musical heritage with innovative genres and forms, notably the masterpiece opera "Koroglu," a gem in the global musical treasure trove. He composed the national anthems for both the Azerbaijan Democratic Republic and the modern Azerbaijan Republic. Additionally, Uzeyir Bey laid the foundations for musicology and music education and played a pivotal role in advancing musical culture throughout his life. He nurtured the modern school of composition, striving for it to be on par with the world's leading schools.
The musical masterpieces crafted by this genius composer have gained worldwide recognition, solidifying Uzeyir Bey's legacy as "the father of professional Eastern music." His unparalleled contributions have left an indelible mark on Azerbaijani and global music culture. UNESCO even celebrated the 100th anniversary of Hajibeyov's birth as an international event, honoring his enduring influence.
