"Umid" HSSC began to implement "Provision of Sitalchay settlement of Khizi region with potable water" project under financial support of Azerbaijan International Oil Company (AIOC) since May of 2003. The project goal covers provision of the population of Sitalchay settlement with potable water, as well as mobilization and support of the community.
The population of the Sitalchay settlement injures from water problem for long years. 40 IDP families from Gubadli region were populated in this settlement where 247 families live. People encountered with water problem in spring and summer since the water supply pipeline did not work normally. The reason for this is the decrease of water level in the source of water due to the beginning of hot season.
In order to solve this problem, 1700 meters of water supply pipeline was planned to be constructed to the center of Sitalchay village, and 800 meters of additional pipeline to the settlement.
These additional pipelines will enable Sitalchay settlement injuring from thirsty to receive the water.
Field staff was hired and local people were provided with job for two months for construction of water supply pipeline.
In order to clarify project's goal and objectives, general community meeting was arranged, which was attended by teachers, respected old people and other inhabitants of the settlement, as well as municipality representatives and members of IDP families populated in this area.
General surveys were conducted through special methods (the village was divided into 4 parts and one of 5 households was interviewed) in order to identify common problems of Sitalchay settlement. UMID's four staff members were involved in conducting interviews, 40 people were interviewed. 80% of respondents were local people, and 20% of them were IDPs.
One community mobilization training and three round tables were conducted during an implementation of the project. 17 people attended the training, and 38 people - round tables.
