Furthermore, the inhabitants of the target villages now have the chance to communicate their requests for help with things like supplying the communities with natural gas, improving roads, providing potable water, repairing power lines, purchasing new transformer, building a new school, constructing bridges over the rivers, paving roads with asphalt, etc. to relevant individuals or institutions through the Facebook pages that have been created. Such steps, in turn, generate great enthusiasm throughout the rayon.
Rural municipalities are committed to operating with greater transparency
Even if Azerbaijan has put quite a lot of effort over the past few years
to strengthen the Open Government Partnership (OGP) criteria, including
transparency, accountability, citizen participation, and honesty, regional
understanding of these criteria remained insufficient. Information
on the government activities was particularly difficult to come by for locals
in mountainous places. Investigating
such concerns in 12 communities across 4 rayons (Guba, Gusar, Khachmaz,
Shabran) in Guba-Khachmaz region, "Umid" Social Development Support
Public Union, with the aim of contributing to the solution of the
above-mentioned issues, has seen progress by beginning to carry out the project
titled "Expanding application of the principles of openness, transparency and
accountability through further strengthening the role of civil society
institutions in public life” under the Empowering Civil Society Organizations
for Transparency (ECSOFT) program funded by USAID Azerbaijan Mission as of
March 2, 2022. Within
the scope of the project, Facebook pages were created for 12 target
communities, Twitter profiles for 2 municipalities and WhatsApp groups for 3
communities. The communities and Municipalities now have more options to
provide accurate and approachable information to community members about their
operations. The municipalities (such as Talabigishlag Municipality in Guba
rayon) have already begun to manage their Facebook pages and have even issued
