Some parts of the soviet-era buildings have fallen into ruins, some parts have been destroyed but they are still utilized. This village covered with these buildings, only a few kilometers away from the regional center, has been as though forgotten by everybody.
The questions is going about Memishler community of Sabirabad rayon. In summer 2014, staff of "Umid" SSD PU visited this village within SEDA project. This visit led to the arrival in the village. "Umid" SSD brought innovation to the village, innovation, i.e. mobilization. More people assembled to "Umid" mobilization call than expected. The activeness of rural residents in the meeting was extremely high. As if, they found an address that could listen to their troubles and tribulations. The remaining problems piled up for years were being enumerated. Elderly-men and women, young men, and even school children shared their thoughts, and as if, they wondered for their silence, so far.
This was a chance. The skills and comprehensive opinions of the people showed itself. Upon this activeness, rural inhabitants easily selected CDC members from the ones who had strong leadership skills. Thus, the community elected council members to ensure its future development.
Those days left behind, problems and their solution ways were already analyzed. The Construction of Medical Point was put forward as a priority need.
The belief towards "Umid" and towards their abilities grew. The contribution they've promised for construction project turned into a new dwelling place out of ruins and oldness. Newly completed Medical Point is the final result of belief.
