"We – the internally displaced persons from Khojaly, Khankendi, Khojavand and other districts of the Karabakh region currently under the temporary control of Russian peacekeepers – declare to the international community that although the Karabakh conflict ended three years ago, in 2020, we are still unable to return to our cities, districts, villages, homes and native lands. Armenia is circulating false propaganda that only Armenians allegedly lived in those regions. They are even denying the fact it was Azerbaijanis who had historically lived there. This is a bogus claim! We are the true native residents of Khojaly, Khankendi, Karkijahan, Malibayli, Gushchular, Meshali, Garadaghli! As a result of Armenia's policy of aggression against Azerbaijan, we experienced tremendous tragedies, acts of genocide and mass killings...

This organization, entrusted with the noble mission of providing assistance in times of crisis, appeared to exhibit double standards during the Patriotic War. Their actions, such as attempting to extract Armenian prisoners from Fuzuli and the illicit transport of weapons and ammunition along the Lachin-Khankendi road, raise questions about the alignment of their actions with their principles.

The OIC's official statement asserts that these "elections" took place in the internationally recognized Karabakh region of Azerbaijan, currently under the temporary jurisdiction of Russian peacekeepers. This action is seen as an attempt to unilaterally legitimize the current situation in the region, which is in direct contradiction to international law. The statement highlights that this move constitutes a significant violation of international law, including United Nations Security Council resolutions, OIC mandates, and OSCE principles.
Furthermore, the OIC condemns these "elections," especially given the ongoing efforts by Azerbaijan and Armenia to engage in peace talks. The OIC considers these elections as detrimental to the negotiation process.
